Alice is a leading expert in climate resilience, national security, and public policy, with extensive experience advising government leaders on the impacts of climate change and disaster preparedness. She is a research fellow at the Hoover Institution, where her work focuses on climate adaptation, resilience planning, and global risk management. Alice previously served in the White House as special assistant to President Barack Obama and senior director for resilience, leading the development of national policies designed to prepare communities and institutions for the effects of climate change.


Before her White House role, Alice served as senior counselor to the secretary of the United States Department of Homeland Security and contributed to the Third National Climate Assessment. Her distinguished career also includes serving as a judge on the Los Angeles Superior Court and leading the white-collar crime unit in the Los Angeles U.S. Attorney’s Office. Through her research, policy leadership, and public speaking, Alice helps organisations and governments strengthen climate resilience, manage emerging risks, and prepare for a rapidly changing world.
